Research On The Reform Of The “two Into One” Household Registration System In Jiangsu Province

The current household registration system in China is formed and developed under the specific historical conditions in the early period of the founding of new PRC.Today,along with the deepening of the market economic system and the establishment of reform and development,especially the rapid development of urbanization,the defects have become increasingly prominent and obstacles to the economic development and social progress.In recent years,the central and local governments have introduced a series of reform policies,and achieved some success.However,most of the household registration reform policies did not really touch the urban public resources supply and distribution of the interest source,did not practical effect on most of the floating population of ice breaking move,so it is difficult to promote the role of urbanization.Then under the unified guidance of the central,what are the differences among the household registration system reform policies,the results and significances,and their own defects,the next step in the direction of reform?By comparing the household registration system reform policies of different regions,we classify them into three types:"a ternary registration coexisting first,then unifying-as-one structure"used in small towns;"the unified as one by digesting the dual structure","a third-element transition structure" and "combining rural with non-rural as one structure" used in large and medium cities and regions.There are special economic and political factors for Jiangsu Province to use the "combining rural with non-rural as one structure" type.The economic development of Jiangsu Province is leading in most provinces,but there are great differences in the lever of economic development,urbanization and household welfare in different parts of the province.Secondly the household registration system reform policies and measures carried out in Jiangsu province,has caused an effective result.But the defects are also very obvious.By comparing the reform policies of Shanghai and Guangdong province,I am looking for the excellent experiences that is worthy for Jiangsu province.On this basis,the reform of the household registration system in Jiangsu province shall follow the reform of the basic train of thought in regional differences and local residents'intends.The reforms should be focused on setting the classified settle conditions,promoting the construction of population information system,putting the implementation of the residence permit system into effect and achieving the Institutional reform of farmland.
