The Government Responds To Research On The Group Incidents In The Neighboring Environment

In recent years,China's environmental type "avoid conflict" is increasing,increasing the contradictions between the people and the government,affecting the credibility of the government.PX as an important basis for the development of modern national economy,China's PX is highly dependent on imports.In order to maintain the safety of the petrochemical industry and reduce the running cost of the national economy,many places have made the decision to develop the PX project.However,,the group of projects around the "collision avoidance" increasing due to the particularity of PX products.Shanghai,Jinshan District in 2015 also caused by the PX project environment "avoid conflict".How to manage this kind of environment type "avoid conflict" ? This is the focus of this paper.Based on this problem,study in Shanghai city of Jinshan District PX project "NIMBY conflict" as a case,comprehensive literature research,interviews,realistic observation,case analysis,analysis the reason of environmental type " avoid conflict",summed up the "NIMBY conflict" in the disposal of the existing problems,and puts forward the proposal.After the study,the following conclusions: 1)NIMBY,realistic factors,communication barriers and external factors is the main reason of PX project " avoid conflict";2)government in response to the Jinshan District PX project adjacent and there are some problems in the conflict.These problems include: the public distrust of the government credibility;government crisis management misconduct,social governance capacity needs to be improved;the environmental legal system is not perfect,the environmental law enforcement is not strict.3)according to the Jinshan District PX project "NIMBY conflict" and causes the government in handling the problems,put forward to improve the public satisfaction to the government by strengthening the construction of socialist ecological civilization,efforts to increase information disclosure,strengthen the mass work;attention should be paid to the construction of government governance innovation ability,clarify the functions of the government,to encourage public participation,the introduction of social forces,to achieve joint management;to improve the construction of environmental legal system,establish and perfect the corporate governance system and legal system,and to explore the compensation system for environmental damage;new media play a good role,and actively guide,and build the communication channels etc..
