Research On The Governance Of Western Rural Communities Under The Background Of Hollowing Out

The continuous promotion of urbanization has led to the large-scale flow of young and middle-aged labor force as the pillar of rural society,that is,the "heart",leading to "hollowing out" in rural areas".With the deepening of hollowing,rural social structure,social relations,social order and so on are undergoing profound changes.Hollow social base of rural community governance based on the change,failure of the original community management and resource integration,various contradictions and problems in rural society in the original way,the basic framework is not solved effectively.The importance of rural community governance in the process of China’s modernization of governance determines the importance,necessity and urgency of the governance of rural communities under the background of hollowing out.Based on the current situation of rural community governance,on the basis of Marx’s theory of social construction,combined with the relationship between state and society theory,new public management and public service theory,based on field investigation method and typical analysis method,to investigate the hollow under the background of how to achieve the transformation and upgrading of the rural community governance in West china.From the theoretical perspective,the community governance is the governance of public affairs within the scope of community governance,participation is based on the whole population,the goal of governance is to achieve sustainable development of social relations,harmonious social order and orderly community public service and public culture.In the study,this paper selects the western rural community in Zitong County,Sichuan City,Mianyang Guan Long Cun as samples,based on the concept of governance of Village Dragon grasp,analyze main predicaments in rural community governance is confronted with,and put forward the feasible direction for future development of rural community governance of the successful experience of rural community governance at home and abroad.In the third part of this article,the author mainly analyzes the governance structure of the community,including three aspects: the main function of governance,the operation of public affairs and the status of social order.Through the analysis of the status quo,the author believes that the western rural community governance in the context of hollowing out is facing practical difficulties such as lack of governance,lack of governance,lack of governance foundation and lack of public cultural support.And at the end of the article,we can promote the development of rural community governance from three aspects,such as promoting the diversification of governance subjects,improving the governance mechanism of rural communities,reconstructing the relationship between rural communities and community culture.Through the combination of theory and case analysis,this paper concluded that the governance of rural communities in the context of hollowing out,must be based on the modernization of governance as the basic point,based on the fact that the largest hollow to adjust management ideas,exploring governance mode,rather than to try to "attract" out of the young rural labor return to the countryside is expected to design management strategy.Therefore,under the current conditions,the rural community governance must be based on the accurate grasp of the plight and reasons of the rural community governance in the context of hollowing out,in order to find the correct governance path and solve the governance problems.Rural community governance is centered on public service.In the context of hollowing out,the realization of community public services faces many difficulties.To solve these problems effectively,we must push the government to change to a service-oriented government.Only further empowerment,training,expansion and encouragement of social forces,can the government fail effectively.The hollowing out of rural areas is a phased phenomenon that is inevitable in the process of urbanization,and is a problem that China must face and solve in the process of modernization.Only the structural problem of "hollow" has been effectively solved in the overall sense of society,the community governance in the context of rural hollowing out can be comprehensively solved.
