The Way Of Community Construction In The Transformation Of Factory-managed Community Governance

Under the influence of the reform of state-owned enterprises and the reform of social management system,the unit community has gradually withdrawn from the historical stage.However,in the era of "post-unit system",the problem of factory-managed community as a "historical legacy" of China's reform has continued the characteristics of some unit-based communities and become the last obstacle for state-owned enterprises to withdraw from the function of "running society".On June11,2016,the State Council issued the Circular on Guiding Opinions on the Separation and Transfer of "Three Supplies and One Business" in the Family Areas of State-owned Enterprises,pointing out that starting from 2016,the separation and transfer of "Three Supplies and One Business" in the Family Areas of State-owned Enterprises(including Central Enterprises and Local State-owned Enterprises)will be promoted in an all-round way throughout the country,and the necessary maintenance and renovation of The average level of infrastructure is set by household and charged by household.It is handed over to specialized enterprises or institutions for socialized management.It will be basically completed by the end of 2018.Since 2019,state-owned enterprises will no longer bear the relevant costs for the "three supplies and one industry" of the workers' family areas in any way.The issuance of this notice means that the function of "running society" of state-owned enterprises has officially come to an end.As a product of the era of unit system,factory-managed community will also complete its transformation from 2016 to 2018,formally becoming a member of the ordinary community in the city.Therefore,how to transform the factory management community smoothly has become the main issue to be discussed in this paper.In view of the fact that the research object of this paper is Q District of N City,which has introduced the theory of community building into the process of community transformation,this paper will also study the practice of building the research object with the theory of community building.The research ideas of this paper are as follows: firstly,by studying the main characteristics of community building theory,then reviewing the practice of community building in Q District of N city,then combining with the characteristics of plant management community,gradually analyzing the main body,content and mode of concrete practice in Q district,finally summarizing the excellent experience,pointing out the shortcomings,and then putting forward the factory combining with the theory of community building.Manage the path of community transformation.Through on-the-spot investigation and case analysis of Q District in N City,this paper draws the conclusion that the way of building factory-managed community must be combined with the specific characteristics of factory-managed community.Specifically speaking,multi-participation should be realized in building the main body: while community enterprises withdraw from the function of "running society",they should take part in community building as the main body of community building,and at the same time,they should take part in community building as the main body of community building.We should also absorb more private enterprises to participate in community building,give social organizations autonomy,attract more social organizations to participate in community building,attach importance to the role of property management companies,regard them as important building subjects to participate in community affairs,attach importance to the composition of community residents,play the main role of community residents,and so on.In terms of content,we should build an inclusive community culture based on community corporate culture;at the same time,we should make use of the advantages of factory-managed community to rebuild the sense of belonging and identity of community residents and build an "acquaintance society";we should attach importance to the construction of community space,promote the construction of community public space and the upgrading of infrastructure;and cultivate community autonomy.In the aspect of building model,the independent model of "government induction + community hosting + social organization support + pluralistic participation" should be established.
