Research On The New Form Of "Continuous" Post-Unit Community Governance

As the whole nation system in the early days China,Unit system has always been an important topic of academic research.Since the 1980 s and 1990 s,even though the system of units is inevitably going to dissolve,the study of the change of unit system still plays an important role in understanding China’s current social structure and exploring community governance.As the main product of unit system,the change of unit community has roughly experienced two trends.First,the unit goes bankrupt,the community goes to decline and rebuild;Second,unit continuation,post-unit community governance presents a new pattern.Some unit communities cannot get rid of the fate of dissolution and reconstruction,while other "continuous" unit community governance shows that units continue to participate in the practice of community governance in a "visible" and "invisible" way,and gradually build a cooperative governance pattern.Taking J community as an example,this paper focuses on the governance practice of unit community,a unique type of community after "continuation type",discusses how state-owned enterprises and communities can co-govern in the process of governance transformation,and analyzes how the "unit elements" in the three aspects of regional party construction,housing welfare system and community culture governance continue and penetrate into the community grassroots governance practice.Through the way of case analysis,present,discuss and reflect the new form of unit community governance.In terms of regional party building,the transition from traditional Party building to regional Party building is the product of the deep structural adaptation of the Party in the complex interaction process with the new external environment.Compared with the traditional administrative and closed unit party building,the biggest feature lies in the emphasis on the horizontal coordination and resource link among the multiple governing bodies under the leadership of the Party organization.The regionalized party building in J community has obvious post-unit characteristics,that is,the horizontal coordination of the community Party committee and the vertical mobilization of the unit;In terms of the housing welfare system,the disguised continuation of the housing welfare system of S enterprise improves the living conditions of the workers and enhances the identity of the unit and the community.At the same time,the change of the living space also brings the social production of space,and the new governance relationship shapes the original spatial order.In the aspect of community cultural governance,unit culture based on the spirit of armory and engineering is passed from generation to generation,which effectively helps improve the governance efficiency in the post-unit community governance.In short,although part of the unit courtyard as a governance space with special historical implications is going to dissolve,its continued "unit force" still has a positive constructive significance for grassroots social governance,which is worth further research and thinking.
