With the rapid development of mobile Internet technology and economic transition and social transformation under the superposition of all kinds of contradictions,delays in e-government development level of local government and response capacity is insufficient,lead to negative effect of all kinds of social public opinion events spread,damaged the government credibility.This study aimed at local government how to deal with and solve the problem of network public opinion,on the basis of the management of public management theory,focusing on "local government promotion and construction of network public opinion strategy" the ability to study,in our country the emergence of network public opinion spread and spread in the new situation and new problems to the challenges of local governance is analyzed.The author takes the form of combining literature research and case analysis,based on kunming panlong district government's response to the practical experience of network public opinion analysis,to analysis of its existing problems and reasons,emphasis on how to improve the ability of local governments to deal with network public opinion.Mainly,the local government has changed the concept of network governance to strengthen the cognition and control of the occurrence and development of online public opinions.We will further strengthen the construction of e-government service system,improve the correct guidance of public opinion and government information,and ensure the effective communication of information.Further optimization of the electronic government affairs governance,promote the reform of government functions,to build the new model,the response to public opinion of "crisis" into "opportunity”for development,realize the benign interaction between the government and the public.
