Research On Local Legislation Of Vocational Education

With the Promulgation of " Vocational Education Law of the People’s Republic of China" on September 1,1996,local legislation of vocational began to flourish prosperously.With the development of local legislation of vocational during 21 years,local people made a lot of useful attempts on how to develop vocational education local legislation,and achieved some results.But on the whole,there are still many problems in the local legislation of vocational education in our country at present,which appear obvious in Local Legislation of Vocational Education are the system and content problemS。This paper uses the literature method,chart method.On the basis of elaborating the present situation of the local legislation of vocational education in our country,this paper points out the system and content problems of local legislation of vocational and detailed analysis of its causes.On this basis,it further puts forward the optimization plan,which will help the further development of the local legislation of vocational education in China.In addition to the introduction,this paper including the following three section:The first part is the present situation of the legislation,including the local legislation of the vocational education and the typical cases of local legislation of vocational education.From the case of local legislation in vocational education,we can understand the current situation of vocational education legislation in mainland China,and through Hebei and Ningbo,we can understand the local legislation and its effectiveness of vocational education more deeply and intuitively.The second part is the lack and its causes of local legislation of vocational education.There are three aspects of the lack:the local legal system of vocational education is not perfect,scientific and technical problems in the content,the other problems in the content.The causes include two aspects:the traditional concept of vocational education and lack of experience in local legislation.This part aims to present and analyze the problems in the local legislation of vocational education,so as to lay the foundation for the next part of the proposed optimization proposals.The third part is the optimization proposal of the local legislation of vocational education.It concludes three parts:improvement of the legislative capacity,the construction of the relatively complete vocational education system and the optimization of the existing professional regulations.The first part is the basis of the last two parts.The second past is aimed at the system.The third part is mainly for the content of the problem,divided into the solution of overall adjustment,funding security,training model,the legal responsibility of the problem,trying to optimize the local legislation of vocational education comprehensively.
