Research On The Effectiveness Of The United Nations Cyberspace Governance Mechanism

Most countries,especially developing countries,participate in cyberspace governance through UN's regimes,which makes the United Nations the largest national actor community in cyberspace governance.After more than ten years of governance practices,a series of regimes such as the ITU,WSIS,IGF,UNGGE,etc.of the United Nations have achieved certain results,but far from the expectation of the majority of member states.The combination of the Internet and the reality space has had an important impact on the political,economic,and cultural area of international community.The distribution of power and competition for interests in cyberspace will affect the pattern and order of international community in the future.The importance of cyberspace governance has become increasingly prominent.The establishment and development of corresponding governance regime has also become an important issue in current global governance.However,as an emerging field,the system of cyberspace governance is still imperfect.Obviously,this kind of situation cannot be solved effectively by relying on multi-stakeholders exclude the government.The unilateralism of the Internet,which relies on the absolute dominant position of the United States,cannot solve this new landscape.Instead,it has become the deep source of it.Through the analysis of the United Nations governance regime through the cyberspace governance complex regime theory,the United Nations cyberspace governance regime faces the following predicament:National actors are at a disadvantage in the cyberspace governance mechanism dominated by the multi-stakeholder model,internal mechanism defect and unbalanced development of member states.These factors have weakened the role of the United Nations in cyberspace governance.The deeper reasons lie in geopolitics in cyberspace governance and in the struggle between state-led models and multi-stakeholder models.Under the new situation of ICANN reform,the United Nations cyberspace governance regime needs to improve its own construction,take GGE as a breakthrough in cyberspace security governance,improve the status of ITU's regime,and build an international law on cyberspace governance based on the Budapest Cybercrime Convention.Enhance the influence of global cyberspace governance.
