The doing business environment directly affects investment decision-making and business activities of enterprises.Under the background of economic globalization,better doing business environment is an important factor affecting international competitiveness,and has been paid more and more attention to.China(Shanghai)pilot free trade zone will take the lead in creating a legal,international and convenient doing business environment in China.So,it has important sense to systematically study the optimization of doing business environment in China(Shanghai)pilot free trade zone.Consumer-oriented theory is applied to the study of doing business environment.Through in-depth interviews and questionnaires,enterprises' actual needs,feelings and satisfaction have been measured and evaluated.The study found that doing business environment in China(Shanghai)pilot free trade zone become better and better.Enterprises' satisfaction index is higher.However,there are some problems that affect the enterprises' bonus and satisfaction.In this paper,the theoretical framework of improving doing business environment is designed to meet enterprises' needs and to enhance enterprises' bonus and satisfaction.The evaluation system of doing business environment includes openness,convenience,rule of law and efficiency.Improving doing business environment in China(Shanghai)pilot free trade zone needs to build efficient markets and efficient government.By strengthening systematicness of reform and opening-up and reengineering government service process,create better doing business environment to meet enterprises' needs,to promote enterprises' satisfaction,and to increase business attractiveness.
