With the development of economy,private credit industry and network lending platform,illegal financing activities in China are becoming more and more serious,and illegal financing methods are more diversified and more covert.Since 2014,the number of illegal financing events in DL has been increasing year by year,and the number of mass emergencies caused by illegal financing has also risen.Among them,more civil servants organize and participate in illegal financing activities.Civil servants used their positions to influence participation in civil illegal financing.Gregory lending behavior not only undermines the normal financial order,but also undermines the construction of a clean government,more impacted on social harmony and stability.The basic situation of XG District in DL is that,to improve personal income,civil servants participate in organizations of civil illegal financing and illegal proceeding for Gregory lending to obtain illegal income through eat spreads;the current civil illegal financing activities involving a large amount of illegal financing,caused mass violence.The government of supervision department is not sufficient to supervise the income and property status of the grass-roots civil servants,and cannot detect and prevent such crimes in time.With the development of economy,illegal financing form is more diversified,people are lack of financial knowledge so that they cannot identify the illegal financing scam.Relying on the "government" and "civil servants",they had "investment" their all money.When aware of being cheated,most of the victims will not use legal channels to resolve the matter,so that the public security organs cannot intervene in time.Aiming at the above problems,this paper selects,an illegal financing case of a public officer in XG District,through the elaboration of the comprehensive and detailed case history,from the case of social background,and analyzes the reason for the occurrence of such incidents and the social influence.Finally,through the reference and summary of other domestic urban governance similar events experience,combined with the theory of public administration and other theoretical knowledge,this paper puts forward corresponding suggestions and countermeasures.It mainly includes: to refine the civil service law,and formulate working rules suitable for the region;to rationally allocate administrative power to the government units;to improve the supervision mechanism;to strengthen the basic civil servants' legal system and ideological and moral education.Usually,the numbers of victims involved in illegal financing events are very easy to cause mass unexpected incidents.To prevent illegal financing caused by group social events,it should establish security mechanism of local group events according to the actual situation of somewhere,and establish the mechanism of public opinion demands,to make people express their demands through legitimate channels and establish a multi-level social network information to grasp the unharmonious social factors in time.
