Research On The Path Of Government Procurement To Support The Development Of Small And Medium-sized Enterprises

In 1995,China officially began the pilot work of government procurement and expanded it to the whole country in 2000.The implementation of the government procurement system is an important part of China’s fiscal reform.In recent years,China’s economic system has deepened reform,government procurement has been increasing,and the procurement market has witnessed unprecedented development opportunities.Through government procurement,on the one hand,it has greatly increased the utilization efficiency of financial funds,effectively curbed the occurrence of corruption,and on the other hand has played a positive role in the national macroeconomic adjustment.Promoting sme development is the focus of government procurement,and the theoretical and practical experience is being enriched.However,in the context of current development situation,procurement system gaps still exist in the government procurement,operation link is not standard,the supervision mechanism is not sound and adverse factors such as lack of small and medium-sized enterprise own development.In addition,the government procurement promotes the development of the relevant regulatory policies and policies of small enterprises,and the development of small and medium-sized enterprises is complicated and difficult.Therefore,it is of great significance to study the development of small and medium-sized enterprises,to carry out theoretical inquiry,to strengthen and improve the relevant policy system.This article research has focused on government procurement and the relationship between the development of small and medium-sized enterprises,to a deeper discussion of government procurement in promoting the development of small and medium-sized enterprises can have the policy of utility function,and an objective analysis of the current government procurement in promoting the problems existing in the process of the development of small and medium-sized enterprises.This paper is divided into six chapters,the first chapter is the introduction,elaborates the background and significance of the topic selection,and analyzes and reviews the research results at home and abroad.The second chapter defines the main concepts involved in the paper,and briefly expounds the theory of government intervention andthe relevant theories of policy tools.The third chapter theoretically discusses how government procurement supports small and medium-sized enterprises,and summarizes the development process and current situation of Chinese smes’ participation in government procurement process.The fourth chapter to the questionnaire and the questionnaire design,and based on the questionnaire survey data on the problems existing in the government procurement policy effect and restrict factors of the government procurement policy effectiveness analysis;The fifth chapter systematically combing the government procurement promotion of small and medium-sized enterprises in the United States,UK and South Korea,which provides reference for the optimization of government procurement policy in China.In the sixth chapter,the paper puts forward some Suggestions to improve the development of small and medium-sized enterprises from the perspective of strengthening propaganda,perfecting system,strengthening supervision and broadening channels.It is believed that the relevant feasible theories and Suggestions based on existing problems will also contribute to the improvement of the policy system for the development of small and medium-sized enterprises in China.
