Research On The Promotion Of The Development Of Small And Medium-sized Enterprises By Government Procurements In China

Small and medium-sized enterprises play an important role in the development ofChina’s national economy. Government procurements must be helpful to the promotion ofthe development of small and medium-sized enterprises，however， in the past ten years，there are no refinement rules. On2011， Ministry of Finance， with Ministry of Industryand Information Technology， issue the Interim Measures of the promotion of thedevelopment of small and medium-sized enterprises by government procurements. In thisInterim Measure，there are many refinement rules. Later，local financial departments andindustry and information technology departments also issue refinement rules. But suchpresent rules still can’t realize the target of the promotion of the development of small andmedium-sized enterprises by government procurements because of many problems such asthe unperfected mechanism of accessing and exiting government procurements，unscientific and unreasonable operating rules，not comprehensive liability and lack of legalremedies. So， to solve these problems， such countermeasure can be taken. First，mechanism of accessing and exiting government procurements should be reconstructed;Second， to refine operating of specific system; Third， to establish all-roundresponsibility system; Forth， to establish smooth multi-channel judicial relief system.
