At present,with the widely application of the "Internet +",the information technology to economic and social development has played a huge role,"Internet +" not only brought impact to the traditional industry,has great influence on the formation public services at the same time,the life of people because of the existence of the Internet gradually realize intelligent,intelligent community construction,"Internet +" and the integration of public services that show wide space and unlimited potential.In 2016,the general office of the state council have promulgated the propulsion "Internet + e-government service" to carry out the information of huimin pilot implementation plan "and" about accelerating "Internet + e-government service" work instruction opinion ",emphasis on promoting "Internet + e-government service" is to promote information sharing between departments,is to deepen and decentralization,as well as the combination of the pipes,optimization of the important content of the reform of the service.Under the background of the new era,the basic government's exploration practice of "Internet + public service" is of great significance for the transformation of government functions,the innovation of social governance and the enhancement of the sense of the masses.This article according to the theory of customer orientation and holistic governance theory as the theoretical basis,emphatically from the grassroots government "Internet + public service" the innovation practice of analyzing problems,through literature analysis,case analysis and questionnaire survey methods,through the present situation of basic public services,Minhang district of Shanghai innovation practice of investigation and analysis,try from the main body of public service,the service object and media three levels of public service,and discusses the current our country grass-roots problems existing in the process of public service mode innovation,and puts forward countermeasures and Suggestions.Found from the study of Minhang district,the grassroots government's emphasis on "Internet + public service" degree in gradually improve,through the continuous improvement of the "Internet + e-government service",and guide the social organizations,third party organizations and individual citizens,perfecting plural public service supply chain,"Internet +" and the development of the fusion of public services has obtained certain achievements.However,the study also showed that the grass-roots government to promote the process of "Internet + public service" also faces many problems,the corresponding regulations imperfect,department information island phenomenon common,some departments management idea lag,Internet applications cannot fit the masses demand,overall,the grass-roots government to explore "Internet + public service" is still in its infancy.Minhang district based on the basic public service mode innovation practice case analysis,this paper argues that in order to promote the development of the intelligent basic public services,precision,grass-roots government need from three aspects: subject,object and carrier of public service.In terms of the public service subject,it is important to establish the service mode which is oriented by public demand and establish a standard to provide system guarantee and realize data sharing of all departments.In terms of the object of public service,the government needs to further guide the public participation,emphasis on the individual needs of the masses,help the public to further improve the ability of grasp and use the Internet access to public services;In terms of public service carrier,to the specification,including the government "double micro" online government service platform construction,put forward demands for public access to services and provide the corresponding hardware and software conditions,we will focus on developing data analysis application ability,strengthening network security management level.
