Civil Aviation Administration of China Tibet Bureau (shortened in CATB) is an enterprise to manage and operate all the civil airports inside Tibet, similar to an airport company. Its main income comes from the aircraft taking-off and landing charge, the air route charge, the facilities charge of traveler service, and related extension service charge for people's shipping.Now, CATB is down place into three kinds of divisions, there are the bureau organizations, production units, subsidiary business units and two engineering departments (temporary organization), and has more than 580 employees in total. There are a lot of problems from the setting of organization and employees, especially in the setting of second class organizations, some sections lap over and cross, the work coordination among each unit and contact is very poor, there are excessive officers and employees, subsidiary business units are lack of coordination.The current main wages system of CATB is the working performance wages system. The purpose of the system is not to overfulfil the wages quota by CAAC to establish a wages system that is increase fairly, prominent the characteristic of labor post and working performance, that the wages of employees, the performance of enterprise, the personal labor post can join together tightly, and widen the difference of employees wages. But the working performance wages cannot take real effect because of some restricting factors.Now, the organization setting and working repay system of CATB is unsuitable and restricts the development of CATB itself seriously. This article uses modern enterprise management theories, especially the organization construction setting and encourages theories of human resource management, and joins together with my work practice, toanalyze and expound the problem of the inner organization setting, working repayment system, and look for an appropriate solution, and assess the expecting effect of it. It will be put into practice gradually and promote the development of CATB.This article is divided into three chapters. Chapter One simply introduces the problem for present condition for organization with working repaying system, and analyzing its existing problems. Chapter Two is the core of the article that analyzes and studies the reforming necessity of the organization setting and working repaying system, brings up the concrete reformation project according to the related human resource management theories. Chapter Three assess the expecting result of reformation project and analyze its possibility and maneuverability, introduces the trying result of reforming project.The countermeasure of this article is to take simplifying organizations method and reducing the quantity of second layer manager. Lhasa and Linzhi airport engineering department, Changdu airport should take the matrix construction. The bureau organization, production units and subsidiary units and others should follow the working talent system.The main thinking of the reformation of working performance wages system is according to the expectation theories, fairness theories, "efficiency first, look after both sides the equity" principle, the purpose of the reformation is to aim at the repay system problem, point to the control of labor cost, enhance the good-doer reward, promote the work results. On the concrete project design, first, we should enhance the measurement of labor cost controlling that is to control and reduce the employee quantity. Second, at the circumstance of the wages total is certain, to enhance the rewards to good-doer. Thirdly, to increase the wages difference, and shorten the rising time, to make the employees see the bright future.This article proposes some reformation projects (rational suggestions)that aim at the organization setting and working repay system of CATB according to the human resource management theories, some of them are being put into practice and got better result.
