Research On Grid Management Of Community Events In D District Of S City

Nowadays,as the Central Committee of the Communist Party of China constantly calls for the center of community governance to move down to the grassroots level,grid management has gradually become a main reform orientation to promote grassroots governance reform in various regions,forming the typical grid management mode in Dongcheng District of Beijing,Zhoushan City of Zhejiang,Shanghai and so on.Core grid management lies in the fact that the community according to certain criteria(usually based on region and population size)is divided into several governance grid,each grid governance is equipped with a certain amount of grid member community acquisition and processing of events,which provide convenient and timely for the majority of citizens,the highly effective management services.Speeding up the implementation of high-quality and efficient grid management is not only in response to the Central Committee of the community governance center to move down to the grassroots important measures,but also contributes to the modernization of national governance.This paper takes the grid management of community events in D District of S City as the research object,systematically combs the development background,reform process and practical problems faced by the grid management of community events in D district of S city,and collects first-hand materials by using in-depth interview method,concentrated discussion method,participant observation method,questionnaire method and other research methods.This paper comprehensively presents the development context of gridded management of community events in D district of S city as a reform witness,and provides empirical reference for the main problems and solutions in the reform of urban community gridded governance.The research shows that the grid management of community events in D District of S City has been reforming since 2019.The core logic is to establish and improve the closed-loop management mechanism of community events as the entry point,and construct a six-step closed-loop process of "information collection,allocation management,disposal feedback,case closing and filing,performance evaluation and continuous improvement" around community events.Main methods include clear responsibilities and department division of labor,to form a community grid member team,refine event classification basis,establish community closed-loop management process,to establish community events information circulation system,give full play to the government,market and social forces to implement community event processing,build up new social governance pattern of work sharing.On the basis of clarifying the basic status quo of grid management of community events in D district of S City,combined with the feelings of D district,the research finds that grid management of community events in D district is faced with six problems,including: The closed-loop management of community events is not smooth,the inter-departmental linkage mechanism is not perfect,the boundary of grid members’ responsibility positioning is unclear,the grid members’ management system has many shortcomings,the information technology platform is relatively fragmented,and the social forces from all walks of life are not fully involved.In view of the practical problems existing in the grid management of district D,combined with the actual situation of district D and the theoretical enlightenment of governance theory,and this research proposes that the grid management of community events in District D of S city can be further optimized from the following six aspects: First,scientifically straighten out the closed-loop management process of community events,including further refining the classification basis of community events,optimizing the closed-loop management process of grid events,and establishing a comprehensive management team of community events.Secondly,establish and improve the inter-departmental linkage mechanism of grid management,that is,gradually realize the overall inter-departmental and inter-boundary governance of community events.It includes strengthening the authority of the grid management center of District D,rationalizing the responsibilities and powers of different management subjects,innovating the social affairs mode of functional departments,establishing the linkage mechanism of inter-departmental communication and coordination,establishing the coordination mechanism of Party committee and government,and establishing the responsibility system of first handling community events.Third,in the form of Qing Chan Zhi clarify grid member role positioning,define the basic responsibility of the grid member in the form of system,including to properly handle the "integrated management" and "professional management",the relationship between carding grid member job tasks "list" and to further establish and improve the grid member responsibilities "access" and "exit" mechanism;Fourth,to speed up the making grid member team management system mechanism,the establishment of a reasonable structure,high professional grid member of the team,including widening grid member recruitment channels and optimize the structure of grid member of human,improve the basic grid employees endowment security system,to set up the spirit of grid member management incentive mechanism,establishing the grid member team of professional channel,promotion,Establish the regular training mechanism of grid workers and improve the work assessment and evaluation mechanism of grid workers;Fifth,to build a unified grid management information technology platform,gradually spread existing,fragmentation of unified integration grid management information technology platform,including creating a unified grid event management platform,form the decision model based on large data,speed up urban management to ascertain the data base,promote unification grid member information collection device;Sixth,encourage and guide social forces to participate in grid management,promote the inclusion of more social forces in grid management,and realize the co-construction,co-governance and sharing of multiple subjects in grid management,including promoting the standardization of government purchase services,forming a multi-governance situation of grid management and establishing a grid management volunteer service team.
