Research On The Construction Of Voluntary Culture From The Perspective Of Community Governance Innovation

In the 1980 s,due to the failure of the government and the financial crisis,the community revival movement was launched in the western countries,and the theory of community governance was flourished.As an important category of sociology,the governance of the community has been paid more and more attention by various governments.Local governments have changed their functions in a decentralized manner and promoted the diversified pattern of community governance.As an important force in the process of community development,community volunteer service is an important practical achievement in the process of community development,and the construction of volunteer culture in the deep soil of volunteer service is an important way of community governance innovation.In the past 30 years after the practice of development,volunteer service gradually bid farewell to the instrumental neighborhood management,towards a wide range of community residents to participate in and volunteer service integration of new governance model,volunteer culture has become a basic survival of the residents style.The construction of volunteer culture is the basic driving force for the long-term operation of community volunteer service.It can promote the innovation of community governance by exerting the leading and binding effect of culture.Based on the theme of community volunteer culture construction,this paper systematically expounds the present situation,function,existing problems and countermeasures of urban community volunteer culture construction in the field of community governance innovation.This paper chooses the M community in Wuhan as the research object,and uses the participatory observation method,the interview method,the case analysis method and the literature method to carry on the case study to the M community volunteer culture construction.Found that the lack of community volunteer culture both from the community volunteer professional quality is low,voluntary development of volunteer organizations,volunteer service quality is not high,there is a lack of legal support,government support,residents participation is not high Can form a long-term mechanism and other external constraints.In view of the problems faced by community volunteer culture construction,improving the propaganda channels and creating the legal environment,this paper puts forward some suggestions to promote the harmonious and orderly development of community volunteer culture,so as to find a way to innovate in community governance innovation The way to promote the healthy development of the community to promote the construction of a harmonious community.
