Research On The Dynamic Mechanism Of Chinese County-level Government Administration According To Law

Be subordinated to the Chinese local administrative organs,the county-level government is an important subject for the implementation of the national policies and laws.To a large extent,the level of the administration according to law determines the implementation of the strategy of ruling the country by law at the grass-roots level and the construction process of the government under the rule of law.In a new era,there must be a perfect dynamic mechanism to promote and guarantee the administration according to law.This dynamic mechanism refers to the internal structure and formation mechanism of various forces of its dynamic system,which can promote the county-level government's administration according to law.Combine several dynamic factors with the carriers they depend on in a certain form of structure,so as to form various kinds of impetus that can drive the county-level government to administer within the law.The analysis of the forming process of these kinds of impetus together with its mode of action and operation mechanism,which is the study on the dynamic mechanism of the county-level government administration according to law.Specifically,to discuss the generation type and mechanism of these four impetus,include the type of traction force,the supervisory pressure,the incentive force and the safeguard impetus,the paper analyzes the internal and external dynamic factors of as well as the carriers they depend on respectively and integrate the two in a certain form of structure.So as to study the formation of the orientation mechanism,the supervision mechanism,the stimulation mechanism and the safeguard mechanism of Chinese county-level government's administration according to law.Certainly,the study of the dynamic mechanism can not only discuss the principle of its formation,but also must analyze and expound the process of its operation.From the combination with the current reality and the formation of its dynamic mechanism we can know,its dynamic mechanism must go through four key links to normal operation,namely,exploit the impetus,transform and cultivate the impetus,and the feedback of the whole link.In view of the lack of impetus found in the formation and operation of the dynamic mechanism,we put forward four types of mechanism design to optimize and innovate the dynamic mechanism.Thus,it provides practical guidance for the current work to promote the county-level government's administration according to law.
