Affordable housing policy for the government to solve the housing difficulties of low-income families in the society,to promote social welfare,the important measures for fair is along with the reform of housing market in China,the real estate industry high-speed development.With the rapid development of China’s economy,the rapid population urbanization has led to the rapid growth of urban population and the soaring demand of housing market,leading to the increase of housing market price year by year.Under the price mechanism,low and middle income residents with insufficient capacity to pay have "difficulty in housing",and their demand for ordinary housing translates into the demand for low-income housing.So,to solve the problem of rural residents housing problems of low-income families,affordable housing supply system was gradually build up in China,including limited model area of limited price of two limited room,affordable housing,public rental housing and low-rent housing.For a long time,although the Chinese government has vigorously developed low-income housing,but the construction of low-income housing has been slow due to the shortage of funds and land.In order to solve the contradiction between supply and demand,the government has carried out a large-scale and multi-level plan for building low-income housing,which has achieved fruitful results.However,it also imposes a heavy burden on the local government’s finance and poses a huge test to its ability to provide affordable housing.As a result,the local government financial dependence on land finance existence background,the investigation of land finance and the influence effect of population urbanization construction of Affordable housing policy significance and application value.In view of this,based on the analysis of land finance,population urbanization,and based on the current situation of the development of affordable housing,by using literature research,qualitative,quantitative analysis and the method of combining theory and empirical analysis,through the analysis of the theoretical mechanism to determine the role of the relationship between the three,this paper use more than 231 local and national city’s panel data in 2009 to 2015 years of panel data to empirically and hierarchical analysis applicable region of each property types of affordable housing according to the empirical results put forward the corresponding policy recommendations.The analysis results of this paper show that there are two-way effects of land finance and population urbanization on the construction of affordable housing.The interaction between the two also has an impact on the construction of affordable housing.From the perspective of the whole sample,population urbanization and land finance are not conducive to the construction of affordable housing,but the effects of both are affected by differences in the degree of development;in terms of regional samples,the areas with higher land finance and population urbanization have higher enthusiasm for the construction of non-property rights type of affordable housing and the lower enthusiasm for building the property-rights type of affordable housing.The main contribution of this paper is to:(1)the existing research has focused on the supply of affordable housing construction and the impact on the housing market,the effect factors of affordable housing construction lack of empirical research,this article will let land finance,population urbanization and affordable housing construction in the empirical analysis framework,and use the prefecture level panel data to empirically;(2)from the existing research on the national scale of affordable housing research and analyze the overall effect and the influence factors,the lack of affordable housing types,regional land finance and population urbanization difference under various types of affordable housing policy effect analysis,in differentiation based on empirical research,this paper analyzes the applicable characteristics of all kinds of affordable housing.
