Since reform and opening-up GuYang town development has made remarkable achievements,in the lake district party committee government decided to implement GuYang comprehensive development project,the town of GuYang region bordering on the city,requisitioned GuYang town as the new positions and even the development of the city to the south,originally in the urban-rural fringe GuYang town is becoming a hot spot of the future position and removal in the construction of new town construction area at the same time,also bring an unexpected product illegal construction,illegal construction has become the disturbing factors affecting the whole town and stable development.The first part of this paper introduces the background of the typical gu Yang town selected in this paper,summarizes the research achievements of foreign countries in this field,and expounds the two core concepts.The second part of this article is a research report,aiming at the problems of the neo-treasure hill designed the questionnaire,to obtain the wanted information,at the same time GuYang town has a typical cases in this paper.The third part firstly expounds some work done by gu Yang town in violation of construction.The problems existing in the present work are analyzed,and there are five main aspects.In the end,the author analyzes the reasons for the frequent violation of the construction in the urban and rural areas.The final part of this paper is to solve the problem of urban-rural fringe neo-treasure hill recommendations,mainly has three aspects:the first is to improve the efficiency of administrative and law enforcement on the one hand,in the second set up planning in the core position in the urbanization,at last,it is country to tighten the agricultural land and building facilities for examination and approval."Rome is not build in a day" the neo-treasure hill is a historical stage,has its special historical reasons,the problem is not solved,this article dissect GuYang town this "sparrow" is found in personality,urban-rural fringe areas of commonality,thus to find a workable solution.
