Research On The Application Of Enterprise Balanced Scorecard In The Grassroots Government

The theory and practice at home and abroad have proved that the implementation of performance evaluation in government departments is conducive to improving the administrative performance of the government.It benefits for our government to implement Scientific Development,transform the government functions,improve the way of government management,and enhance the credibility of the government.But at present,the performance evaluation of our government departments is also a spontaneous state to a considerable extent.There is a lot of randomness in performance evaluation from content to procedure.The exploration of government performance evaluation is still at the presentation level,and there is no substantive breakthrough.Especially there are nesting,conflicting and playing game between performance appraisal and function transformation in the grass-roots government,which makes the so-called "performance appraisal" mode of grassroots government lack of a real sense of positive response mechanism for assessment guidance development.This paper begins with the connotation and development of performance evaluation,and gives a brief summary of the research on the theory and practice of government performance evaluation at home and abroad.Then,the paper analyzes the trouble of our current performance evaluation by a brief analysis of the development process of China's government performance evaluation.On this basis,it is suggested to importing successful experience of company performance,which is the balanced scorecard by state-owned commercial bank.Meanwhile we explore the possibility of introducing the balanced scorecard performance to grassroots government.Finally,he balanced scorecard performance of response have been completed through combining the actual grassroots government to revise the model.
