Research On The Diversified Supply Of Home Care Services In Qingdao Community

China's population aging situation has become increasingly grim since the early twenty-first Century.At the same time,miniaturization of the single child family structure and the service problems in pension institution has weakened the function of family pension and institutional pension in China.Pension problem has become a hot and difficult problem to be solved urgently.Therefore,in 2006,the government put forward the community home care services,on the basis of the model of community care in the UK.Qingdao,as one of the first cities in China to explore community home care services,has achieved development product,and has formed a pattern of government,social organization and other multi-subjects supply services.But there are some typical and common problems the same as the most cities.Therefore,this paper takes Qingdao's community home care service as the research object,makes a survey and analyses on the present situation of the multiple supply of home care,and finds out the specific problems and causes,and puts forward proposal to improve the multi supply of community home care services.It will provide a comparative and valuable reference for other cities.This paper combines theory with demonstration.First of all,this paper makes a theoretical analysis of the multiple supply of community home care services based on the theory of public goods,welfare pluralism and multicentre governance.Then,making a survey of Qingdao community home care service situation.And analyzing the situation from three levels : the development process,service mode and operation mechanism,service supply and demand.It is found that the multiple supply of home care services in Qingdao has achieved certain results,but there are still exist some problems.For example,low level of service,lacking of finance and manpower,and lacking social organization and market recognition.Therefore,this paper analyzes the reasons from the perspective of public management based on the interviews with multiple subjects,and finds that the multiple supply under the leadership of the government has the phenomenon of government functions' absence and offside,which makes the division of the responsibilities of the multi-subjects is unidentified,even cooperation fails.According to the crux of multiple supply,combined with the experience of multi supply in Shanghai,Nanjing,Britain and Japan,this paper puts forward some suggestions to improve developing of community home care services,such as the division of responsibility and cooperation of multiple providers.
