Study On The Model Of Multiple Subjects' Collaborative Governance In Community Service For Home Care Of Elderly

Community home endowment service refers to relying on the community,government agencies and social forces to provide that occupy the home of the elderly life care,domestic service,rehabilitation care and spiritual comfort services such as a form of pension.This kind of absorbing the advantage of the family endowment and the institution endowment pattern,formed the new-type old-age mode which has the strong operability,is becoming the important way to alleviate the pressure of the service in our country.High degree of population aging in our country present gradually,speed,deeply the development trend of aging degree and the traditional family endowment and institution endowment is difficult to meet the demand of the current social endowment,pension service outstanding contradiction between supply and demand.More and more cities began to vigorously promote the community home endowment service mode,the author in Nanchang Qingshanhu District as an example,the new building of Qingshanhu District of community home endowment service sites,most of these services sites for the elderly leisure entertainment,health care,nutrition,catering services,greatly improved the life quality of old people within their respective jurisdictions,and convenience.However,the following problems are still prevalent: one is that the government is too dependent on the government,and the government is too stressed and unable to deliver accurately;Second,the service content is not complete,the service quality supervision and management is not perfect;Third,the market mechanism is immature,and lacks the ability to make blood.Fourth,social forces are not involved in the system,and the utilization of resources is low.Therefore,how to improve and popularize the community home care service model has very important urgency and practical significance.In this paper,from the perspective of plural cooperative governance,the family endowment service site at Qingshanhu District overall analysis and case analysis,for each participation party(including the government,enterprises,social organizations,community)the representative figure of interview,questionnaire survey was conducted for the elderly,research how to fully integrate the government,enterprises,social organizations and community resources,make full use of the plural role in community home endowment service,and discusses the synergy between them governance model,in order to seek to more reality more sustainable innovation endowment service development.
