| Urban community grid governance has been highly concerned by governments and scholars since it was proposed in 2004.After more than ten years of application and development by governments in Peking,Shanghai,Yichang,Zhoushan,Chongqing,Qingdao,etc,it has made outstanding contributions in advancing the scientific,orderly and refined aspects of community governance,and has gradually become the dominant mode of community governance which has been introduced by local governments.However,the disadvantages of its single-agent participation,serious‘control’ orientation,and the compression of the community’s autonomy space are becoming prominent,which makes the model fall into the"involution"crisis.Based on systematic analysis and in-depth analysis of the typical urban community grid governance model in china,the paper condenses the problems of serious regulatory control,single participation,and serious segmentation problem in grid governance in china’s urban communities.In recent years,Ningxia road sub-district office in Qingdai has practiced the grid governance of"bee-style"services with the main contents of "build hives","groups of bees team","building honeycombs","education worker bees","brewing honey".The new model provides some inspiration and reference value for overcoming the above problems in community grid governance.Based on this,the paper puts forward the measures for the development of urban community grid governance from"regulatory"orientation to"service"oriented development,from government leading to multiple anticipation development,and from"segmentation"to"segment linkage",to achieve urban community"block linkage"governance,which means achieving the coordination of top-down government guidance and bottom-up self-governance,diverse participation main body between multiple subject of mutual cooperation,mutual respect work,in order to"service management"service-oriented governance and interlinked with responsibility and function principle" linkage"governance. |
