| The Fifth Plenary Session of the 19 th CPC Central Committee proposed to build a grid-based management service platform,improve information support,provide sophisticated services,and strive to get through the "last 100 meters" of grass-roots governance.The grass-roots level is the foundation of national operation.As a micro unit cell in social governance,community is the central link and important foundation of social governance.As a community management model,grid-based management provides a basic support for solving the problems of community governance and a driving force for the healthy development of the community.Improving the quality of grid-based services and promoting the intelligence and digitalization of community governance are important goals to meet the growing public service needs of the people.In order to improve the grid-based management level of urban communities in Central China,based on the field research method,combined with the digital governance theory,fine governance theory and new public service theory,this paper explores the current situation and existing problems of the grid-based management of C Subdistrict in W District of T City,and puts forward countermeasures and suggestions based on the analysis of the causes of the problems.It is found that the grid-based management of the urban community in C Subdistrict mainly has four problems: delayed response to residents’ demands,low professional ability of grid members,low participation of community residents and backward construction of information platform.The reasons for these problems include insufficient service concept of grid-based management,imperfect construction mechanism of grid members,imperfect participation mechanism of community residents and insufficient investment in information platform construction.Finally,this paper puts forward countermeasures and suggestions to improve the grid-based management efficiency of urban communities in T city from four aspects: return to public value,change management into service;improve laws and regulations and strengthen team building;enhance the participation of the masses and strengthen community autonomy;strengthen information construction and build smart communities. |
