With the transformation of China's economy and society,the traditional unit system cannot adapt to the development of society,and the unit management model has gradually become ineffective.Against this background,the community system has emerged at the historic moment,and the community has gradually replaced the original unit as social governance.Basic unit.And with the development of social civilization,the awakening of people 's sense of democratic rights and participation in politics,the autonomy and independence of society have gradually increased,and the relationship between the state and society has undergone new changes.The old management model cannot effectively address this change.The problems brought by this,therefore,a new and effective community management model is urgently needed.Grid management was born in this context.After grid management was initiated in Dongcheng District and supported by relevant government departments,local governments have begun pilot work,and grid management has therefore been regarded as a "magic bullet" to solve community governance issues.However,at present,gridded management is still in the exploration and practice period,and lacks perfect top-level guidance.At the same time,due to the incomplete community management system and other reasons,there are still many difficulties in the practice of gridded management in urban communities.From the perspective of the relationship between the state and society,gridded management encompasses management.It integrates forces and resources from government agencies,enterprises,institutions,communities,and various social organizations to provide comprehensive,high-quality and efficient Services to meet the diversified needs of urban residents in the new situation,is conducive to the participation of multiple parties in community affairs,and enhances urban governance capabilities,is a more scientific and effective social governance innovation.At present,domestic research on community grid management focuses on the use of management methods and the problems that arise;foreign related research mainly considers community governance from the perspective of community informatization,emphasizes the relationship between the government and the community,and advocates multiple co-governance.This paper mainly uses research methods such as literature analysis,case analysis,and comparative analysis.Through comparative research and analysis of the grid management practices of three typical communities in Beijing's Dongcheng District,Shanghai's Changning District,and Guangzhou's Liwan District,this paper uses the national and The theory of social relations explores the problems of grid management in urban communities.The main research of this article is as follows:First,this article summarizes the main practices of three typical urban community gridded management,reveals the performance of the hierarchical structure of urban community gridded management,including the organizational structure and technology of "two-level government and three-level management".The rational orientation and the intervention of administrative methods have further explored the issues of management over governance,governance over administration over society,grid generalization,and service convergence brought about by the integration of bureaucracy in urban communities,leading to the government's leadership in community governance.Status,the community passively accepts the government's management,and the community lacks autonomy.Secondly,this paper uses governance theory,the theory of the relationship between the state and society,and the actual development of urban communities to explain the current generation mechanism of the grid-based management hierarchy embedded in urban communities,that is,the disintegration of the original social unit,the advancement of information technology,Driven by traditional administrative involution and government goals and interests,the grid-based community management has become a tool for the government to manage grass-roots levels.The government extends the chain of administrative management to the grass-roots level with the help of the grid,and extends the government's functions and tasks to the community.Expansion has hindered the realization of community autonomy to a certain extent,and formed a pattern of a strong state and a weak society.Finally,this article combines the theory of good governance and the theory of the relationship between the state and society to propose an optimized path for the grid management of urban communities.The first is to scientifically define government boundaries and allow the government to "do something and do nothing" in the grid management of urban communities;the second is to reposition grid management,that is,to change the grid management model,division standards and clarity The content of its management,etc.;The third is to build a grid management system with multiple participation to ensure the diversity of the main body of grid management,with a view to achieving the philosophy of grid management serving the public.On this basis,each region should construct a grid according to local conditions,and form a grid management model that meets its own actual conditions,so as to achieve a win-win situation in which government management and community limited autonomy coexist.The research perspective and content of this article are innovative.From the perspective of the relationship between the state and society,this paper explores the mechanism of bureaucracy gradually infiltrating the community's gridded management,resulting in a strong state-weak society pattern and the many problems it brings to the gridded management.solutions.However,as the practice of grid-based management of urban communities is constantly evolving,and at the level of community governance,state power and social power are playing against each other,and a proper balance point needs to be found,so the case study in this article needs to further track the community The actual progress of the grid,the research methods used need to be further enriched and improved.
