Research On The Optimization Path Of The Urban Community Grid Collaborative Governance In The New Era

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China emphasized,"We need to improve a social governance system led by the CPC committees and implemented by the government,based on consultation,broad participation and the rule of law,and supported by technologies".Enhancing social governance innovation,especially the construction of a new era pattern of communitylevel governance,has become the key to promote overall development and progress of society.Facing the continuous progress of urbanization and the increasing requirements of social governance,the urban community grid management originally proposed by Beijing in 2004 can no longer effectively meet the development needs of the new era.Therefore,the urban community grid collaborative governance came into being.The urban community grid collaborative governance in the new era breaks through the limitation of grid management and adapts to the development of the times.It has achieved great results in mobilizing the enthusiasm of residents to participate in community affairs,focusing on the role of social organizations,and strengthening the effective coordination of governance resources.However,it is still in the preliminary exploration stage,the lack of widespread practice promotion and the decentralization of application effectiveness have caused a bottleneck in its development.Therefore,the research on the optimization path of the urban community grid collaborative governance in the new era is carried out.On the basis of learning from grid management experience,introducing governance concepts and subdividing grids with the help of information technology platforms,by embedding grids in community-level party and government construction,strengthening the collaborative interaction between government,market,social forces and residents,optimizing the basic public service supply system,and improving grid governance mechanism etc.,constructs an innovative model of urban community governance of "symbiosis of ideas,resource integration,interest coordination,information connectivity,cooperation and mutual trust,joint governance and shared benefits".In addition,it will realize the great vision and strategic path of the urban community grid collaborative governance in the new era to promote social governance innovation with Chinese characteristics and the modern,refined and intelligent development of China's system and capacity for governance.Based on the theory of holistic governance and embeddedness theory,this paper mainly adopts the literature analysis method,case study method and comparative analysis method.The paper analyzes the core concepts of the urban community grid collaborative governance,through the discussion of the practice process of the urban community grid management,the specific practices and evaluation analysis of three typical grid management models in Dongcheng District of Beijing,Changning District of Shanghai,and Zhoushan of Zhejiang are introduced in detail.And it also comprehensively analyzes the achievements and existing problems of grid management in the current social development.It is precisely because of the development limitations of grid management and the advocacy of strengthening and innovating social governance that the paper puts forward the research on the urban community grid collaborative governance in the new era.Bases on the in-depth analysis of the characteristics,specific cases and innovations of the urban community grid collaborative governance,the paper comprehensively and objectively evaluates community grid collaborative governance in the new era from the aspects of application advantages and existing dilemmas by explaining the practical value of community grid collaborative governance in China's social governance.Thus,an optimization path is proposed in terms of governance concepts,system reform,mechanism innovation,and information development,with a view to promoting the fine-grained,intelligent,long-term development of social governance innovation with Chinese characteristics through the diversification of subjects,the collaboration of services,the efficiency of mechanisms,and the humanity of technical.
