The Corruption Problem At The Basic Level And Governance Research

In recent years,with the further deepening of the reform of the economic and social development,people's living standards have improved significantly,and gain a sense of well-being is gradually increased,but the problem of corruption is always repeated,in some areas even appear "collapse" of corruption.Corruption at the basic level does not mean a lot of money involved in the case.But it infringes upon the interests of the masses,squandering the basic people's trust in the party and the government.Micro-corruption may also become a major scourge,basic corruption is a topic worthy of further study.From the perspective of the anti-corruption work of the discipline inspection organs,This article introduces the evolution of the discipline inspection organs,the discipline inspection system reform since 18 th National Congress of the CPC.This paper selects 43 basic corruption cases of corruption in South of Jiangsu from 2012 to 2016.The types of corruption,the identity of the main body and the scale of corruption are analyzed.It summarized the occurrence of corruption at the basic level mainly in the areas of special funds,resettlement,project,financial management,administrative supervision,procurement and other aspects,and sorted out the different characteristics of corruption in various fields.Next step,the trend of basic corruption gradually shift to the hidden and collective.Discipline inspection and supervision organs as a full-time task force to deal with corruption is facing with great challenges: Heavy task,lack of strength;Township Commission for Discipline Inspection and accredited agencies failed to play a good role;The independence of handling the case is vulnerable to the impact of local Party committees.Besides,there are many difficulties in dealing with the prosecution and other anti-corruption departments collaborative case.On the basis of summarizing the characteristics and analyzing the difficulties: In order to solve the problem of corruption at the basic level,it is necessary to adhere to the correct idea of sticking to the principle of " address both the symptoms and root cause".We need further promote the reform of the system of discipline inspection and supervision,further optimize the system design,further improve the convergence of discipline and law,further improve the supervision mode,finally set up a full range of "institutional anti-corruption" mode.
