Research On Service Management Of Urban Floating Population

The floating population is an objective phenomenon which has a positive and negative effect on society.With the rapid development of our country's social economy,the pace of urban-rural integration is accelerating,and the number of urban floating population is rapidly expanding.How to guide and manage the positive impact of the floating population and to bring its negative impact under control is a social problem that needs to be urgently addressed.In recent years,the management of floating population services has entered a new stage because of the new urbanization construction and the reform of the household registration system.As a new theory which has not been put forward for several years,the service of floating population is different from that of the simple floating population in the past.It tends to transform government functions from administration to service.The core of the service management of the floating population is the service-oriented and contains the humanistic concern.The service of the floating population affects the population management,economic progress and social change.It is also a social issue,a political one.The service management of the floating population has further promoted the concept of mobile population management and strengthened the service consciousness.The protection of the basic rights and legal rights of the floating population can not be separated from the cooperation of functional departments and social organizations.The floating population will then be treated fairly in terms of life,employment opportunities,medical resources and educational resources,so that the whole society can enjoy the fruits of social progress and scientific and technological development,promoting social harmony and progress.Based on the research theory at home and abroad,this paper,taking Rizhao as an example,explores the practice of the service management of urban floating population,and analyzes the realistic predicament of the management of Social Service of urban floating population,in order to improve the service system of the floating population and to solve the problem of floating population management and to carry out the service management of floating population.
