Research Services Management Of Floating Population

With the continued advance of China’s urbanization, the transition of the economic system and the transformation of the social structure, the steep rise in urban floating population has been an irreversible historical trend in the social development process of China in recent years. But the reckless growth of the urban floating population is like a double-edged sword. On the one hand, a large number of surplus rural labors who have transferred to the cities can successfully make cheap labors, improve the industrial structure, promote the distribution of human resources, better the development of market-oriented economy and the diversification of urban development. On the other hand, however, the growth of urban floating population in the meanwhile has brought about some negative impacts on our cities, that is, which is putting unprecedented challenges and pressure on public management like public security, communication, transport, medical care、services, basic education, employment support, and housing supply etc, and also put forward higher demands on the administration of our government. The traditional management mode of the urban floating population is no longer suitable for this trend. Under the new market mechanism, it is urgent to build a new management system to eliminate some system obstacles, and hence achieve a rational and orderly service and management. Based on the analysis of the current situation of the urban floating population in Kunming, this thesis aims to explore a new management approach by using some successful management models home and abroad for reference and taking the public governance theory and the new public service theory in as essential support. Chapter One mainly states the significance of studying the background of the management issues of the urban floating population in Kunming, the research summary at home and abroad, the research approach and the basic framework in this thesis. Chapter Two mainly focuses on some core concepts of the management methods, and relevant theoretical support. Chapter Three provides a brief review of the existing management system of urban floating population all in China to make an approximate judgment of the current management situation in Kunming. Chapter four concentrates on the overall development trend of the urban floating population in Kunming, meanwhile, on analyzing its present-day situation. Chapter Five, sets forth the observation of the service provided for the floating population in Kunming, thus, to get the problems and possible reasons, and further to sum up the difficulties in managing the urban floating population in Kunming. Chapter Six draws inspiration to the management methods and practices of Kunming from the contrast between Kunming and other cities. Chapter seven makes relevant recommendations and polices on the basis of the public service theory, the public governance theory and some local practical experience.
