Community Public Safety Management From The Perspective Of Vulnerability

With the continuous progress of economic and social progress,the idea of ensuring the safe operation of the city has attracted the attention of the public and government departments.Community as the basic unit of city,and constitutes the main body of urban governance,but complex internal structure,backward facilities and limited resources lead to face such as public security,fire,safety production,base rent,group events and other types of risk.The community is in the first line of the city risk hidden danger,therefore,the community public security becomes the important factor which affects the city safe movement.From the perspective of emergency management,we must build an effective community public safety management system to effectively deal with the vulnerability of the community,enhance its ability to discover and effectively deal with risk events.Disaster vulnerability theory provides a perspective for the study of community public security,from the natural system,science and technology,institutional culture and organizational management four dimensions of community public safety management system analysis.The research on Shanghai city N community as an example,through long-term field investigation and observation of the front-line law enforcement,to tease out the potential risks in the community,thinking of the community public safety management organizations and management problems in the analysis of the existing community public safety management system of the existing problems,and then to the disaster vulnerability theory identify the community,where the vulnerability lies,puts forward some countermeasures and suggestions from the optimization of the laws and regulations,institutional mechanisms,management team,public participation and information technology to the community public security management system.With the development of society,problems,contradictions and risk factors in the generation and alienation continuously,facing many new problems and new challenges,therefore,the construction of community public security system and optimization is only performed when there is no complete,only to discover and solve problems,summarize the thinking,to improve the ability of community public security management.
