Study On Vulnerability Evaluation Of Community Security And Prevention In Luoyuan County

As a basic unit of social organism,community is an important place for residents to work and live,as well as the first site of disasters and the front line of dealing with emergencies.Analyzing the vulnerability of community security prevention is helpful to improve the community security prevention ability,so as to nip it in the bud.At home and abroad based on the full understanding of community development,on the basis of safety in luoyuan county community security vulnerability as the research object,analyses its current situation and existing problems,and combining the theory of "4M" system,heinrich causal chain theory,the community disaster reduction theory,using the Delphi method to construct the community security vulnerability evaluation index system.The index system has established five first-level indicators,namely structural factors,emergency prevention capacity,emergency disposal capacity,emergency support capacity and disaster-causing factor,and determined 13 second-level evaluation indicators and 29 third-level evaluation indicators,forming the Evaluation Table of Community Security Prevention Vulnerability in Luoyuan County in the way of expert grading.Stratified random sampling was carried out to carry out empirical research on Luoyuan County communities,and specific deficiencies of security vulnerability were obtained and comparative analysis was carried out.According to the theory and research results,this paper puts forward to strengthen the construction of community security system and mechanism,education training,simulation exercises,risk assessment and the construction of "three proofing",tries to build up a safe community environment of publicity,improve safety awareness and participation of community members,strengthen risk assessment in the work of community security vulnerability factors such as policy suggestion.
