Natural disaster research is one of the academic research focuses.At present,the research of disaster prevention and mitigation has evolved gradually from the perspective of vulnerability to the toughness.In disaster prevention and mitigation work,vulnerability is more focused on analyzing the extent and causes of regional disasters,while toughness is focused on coping.China is a disaster-prone country,and Hebei Province,as one of the representative cities in northern China,has a great variety of disaster with wide range and serious demage.In order to make disaster prevention and mitigation work more accurate,scientific and reasonable,it is of significance to improve the efficiency of disaster reduction,and to carry out research on the regional vulnerability of Hebei Province.Therefore,this article used 183 counties and cities(districts)in Hebei Province as samples to build a vulnerability-toughness research framework by taking quantitative and qualitative combination of research method.First of all,based on the HOP model,using SPSS factor analysis method to carry out empirical research,the five major factors affecting the regional vulnerability of Hebei Province were founded out,which consisted of economic level,infrastructure,medical institutions,security mechanism and demographic characteristics.Furthermore,these five factors were used to calculate composite scores of each region.Secondly,based on the theory of toughness,this paper proposed to reduce the regional fragility and improve the regional toughness from the five aspects of the natural environment,economic toughness,infrastructure toughness,institutional toughness and social toughness.
