The good relationship between the government and the public is the fundamental goal of the government’s public relations. The good trust relationship between the public and the government is the foundation and guarantee for the effective operation of the government.a higher degree of government trust plays an active role in promoting the benign operation and coordinated development of the society. When a government has a high degree of trust and credibility,it has won itself a wider space for administration. The public’s doubts and dissatisfaction with the government may lead to a crisis of trust in the government. Therefore, for the government, trust from the public is crucial. Then what exactly affects the government’s trust and what factors affect the establishment of the trust relationship between the government and the public are the main objectives of this study.Based on previous studies, this study concludes and analyzes that government trust is influenced by three factors: government satisfaction, citizen participation and media trust. From the perspective of public relations, this study applies sociology and communication theories to explore the relationship between government trust and government satisfaction, media trust, and citizen participation.Based on the survey data of social attitudes and social development from 2013 to 2015,this paper makes an empirical analysis and draws the following conclusions:First, the government satisfaction used in this study is derived from the us government’s evaluation model of public satisfaction after the evolution of acsi(customer satisfaction)model and the combination of cpsi model proposed by sheng mingke.Due to the particularity and monopoly of government services, the improved model replaces customer loyalty with public trust in the government.According to the data analysis, there is a significant positive correlation between satisfaction and trust.Second, citizen participation refers to the activities and behaviors of citizens that affect the decisions of some public policies and institutions regarding their quality of life.In this study, the enthusiasm of citizen participation is relatively low,the explanation for citizen participation and government trust in the data is not strong enough, and the value of r is too small to be popularized.Third, media trust is a kind of judgment that the information receiver can trust tothe information disseminator. If the public does not trust the media, then the way the government uses the media to convey information will not be recognized.According to the data results, there is a positive correlation between media trust and government trust. Finally, from the perspective of government public relations, this study proposes that the promotion of government trust requires the government to shape the image of government leaders and civil servants, improve the openness and transparency of work, make good use of the media, and let citizens understand and participate in government work.
