Research On The Impact Of Public Service Capability On County Government Trust

With the socialist modernization drive in China,economic and social development is advancing by leaps and bounds,and People's livelihood is constantly improving.At the same time,the unbalanced development,the contradiction of insufficient objective existence,citizens are most concerned about education,health care,pension and other public service content of long-standing problems,the government in the process of public service is somewhat ability is insufficient,can't meet the needs of citizens,citizens for the government especially the grassroots government trust is relatively low,and has a tendency to decline further.If the citizens' trust in the government is low for a long time,it will have a negative impact on the legitimacy of the government.At present,governments at all levels need to pay attention to strengthening the government's ability to provide public services and reversing the declining trust in the government.Therefore,it is necessary to clarify the connotation of public service capacity,clarify the dimensions of public service capacity and how to affect government trust.It is of great practical significance to clarify the focus of public service capacity construction,promote the improvement of government governance capacity,and improve the level of government trust.In this paper,the domestic and foreign research results related to public service capacity,government trust and citizen participation are systematically sorted out.On this basis,the connotation of public service capacity,government trust and citizen participation is grasped,and the structure of public service capacity is reasonably divided.Based on the empirical research methods of questionnaire survey,statistical analysis of the current citizen for living in the county(district)the government's public service ability evaluation,the government trust level and the level of citizen participation in public affairs,to establish regression model to study different latitude of the influence degree of the trust to the government public service ability,understanding of citizen participation level in which will produce.Through empirical research,it is found that Chinese citizens have a high evaluation of the public service ability of county-level governments,and there is still some room for improvement in the level of government trust and citizen participation.Through regression analysis,it is found that the government's ability to absorb resources,service supply,policy implementation and crisis management all have a significant positive impact on government trust,and a high level of civic participation helps improve the impact of public service capacity on government trust.The government needs to attach importance to the capacity of service supply and policy implementation.At the same time,it also needs to strengthen the capacity of resource absorption and crisis management,so that more citizens can participate in the process of public service,urge the government to improve the capacity of public service,improve the image of the government in the minds of citizens,and improve the level of government trust.
