| The key to the effectiveness of national policies lies in the execution.As the executor of the country’s wills and national strategies,the topic about civil servants’ execution has been widely concerned.Young cadres of civil servants are the new force.They are also the main force in implementing the national strategic goals and policies.As a result,young cadres’ performance in execution should not be ignored.This paper is based on Maslow’s hierarchy of needs theory,equity theory and so on.Selecting City A as an example,the paper analyses the young cadres’ demands,execution desires,execution skills and execution environment through the method of literature research and questionnaire survey.It points out that the demand factors such as salary,sense of belonging and self-realization are not satisfied.As a result,these problems lead to poor execution desires.Meanwhile,there are some misunderstandings of improving execution skills.Besides,the lack of execution environment factors also takes effect on execution,such as performance appraisal,supervision,evaluation rules and regulations.According to the above problems,this paper gives some suggestions to improve the performance of young cadres in execution from different aspects.From the aspect of demands,the factors such as salary,cadre team construction,interpersonal interaction,self-realization should be improved to inspire young cadres’ execution desires.From the aspect of executive skills,the factors such as cadre flow,training contents,training forms should be improved to increase the execution skills of young cadres.From the aspect of execution environment,the factors such as rules,guidelines and performance management should be improved to provide a favorable environment for young cadres. |
