Research On Construction Strategy Of "Disaster Prevention And Reduction Community" In Chinese Metropolises

Metropolis is the main place for the public to carry out daily activities.Due to its high population and high building density,it will cause great losses in the event of a disaster.The current level of development of science and technology cannot accurately predict the occurrence of disasters and their effects.Against such a backdrop,the defense and rehabilitation of disasters have become an important link in metropolitan disaster management and relieves.As the main place of people's daily life,the community is the basic unit for prevention and reduction work.The development of disaster prevention and reduction can reduce the casualties and economic losses caused by disasters and effectively prevent the occurrence of secondary or derivative crisis.The community disaster prevention and mitigation system is the nerve endings of the urban disaster prevention and mitigation system.The ability of the community to prevent and mitigate the disaster is related to the daily safety and quality of life of the residents.Therefore,how to integrate multi-resources,do a good job in community disaster prevention and mitigation work,and promote community disaster prevention and mitigation work from "passive defense" to "main body construction" change,that can make traditional communities develop into disaster prevention and mitigation capabilities with sustainable disaster prevention.This has become a mission of today's metropolitan disaster prevention and mitigation work.Based on Chinese national conditions and combined with the experience of other countries,this paper studies the ways,modes and strategies of the construction of disaster prevention and mitigation communities in the metropolis.First of all,it reviews the theories,policies and practices of the current disaster prevention community building at domestic and overseas,and introduces the background,definition,content and system constitution of the disaster prevention and reduction community,and from the perspective of the relationship with traditional communities and grassroots governments disaster prevention and reduction community building model,advantages and characteristics are introduced.Taking the community disaster prevention and mitigation in Wujiaochang,Yangpu District,Shanghai as an example,this paper analyzes the status quo and problems of community disaster prevention.In the process of disaster prevention and mitigation,the influencing factors are summarized.And through the introduction of Rokko station in Kobe City,Japan disaster prevention and mitigation community building experience for China's disaster prevention and mitigation community building inspiration.Finally,on the basis of referring to the experiences of the construction of disaster prevention and mitigation communities in domestic and overseas cities and combining with the actual conditions in our country,we construct the framework of disaster prevention and reduction community construction,with the guidance of multiple governance theory,social capital theory and community governance theory.This paper puts forward suggestions for the community construction of disaster reduction and disaster reduction in metropolis from the aspects of improving the level of disaster prevention and disaster reduction of the community itself and adjusting the mode of government intervention and resource supply.
