At present,many units are in the initial stage of information construction,and the phenomenon of information isolated island is the only way.Due to the lack of information talents,the depth and breadth of informatization capabilities are not enough.In addition,the average age of employees in public institutions is larger,and the demand for information is not clear enough.Therefore,the information degree of the institutions is more backward than that of the enterprise,and the frequency of information construction is slow,which leads to the "generation gap" between each application system,and the most direct manifestation is the information isolated island phenomenon.The problem of information island is not only limited to technical means,but also from other factors of Government Non Technology(structure,standard,personnel,etc.),such as unit mechanism,macro planning,relationship between departments,relationship between unit society and service consciousness of units not catching up with technology.Moreover,these non-technical factors have become an obstacle to the updating of e-government technology and the provision of convenient services.For the two types of public welfare institutions,because of the nature of the unit,the functions and the particularity of the resources,the relationship between departments is more difficult to manage and the relationship is complex,so the phenomenon of information island is more serious.The scope of modern government's public management involves many departments,and the relevant government departments need to work together to improve administrative efficiency.Therefore,e-government must emphasize the concept of collaborative government.The development of e-government must establish an information-based and networked collaborative government system based on integration.In China,establishing and perfecting the coordination and coordination mechanism between the government departments and developing the cooperative government affairs is the inevitable requirement to break the counter coordinated government affairs,the information separation and the "information island" and so on,to avoid the black hole in the E-government investment.In the development process of two kinds of public welfare institutions in Shanghai for many years,e-government has been fully developed and all kinds of e-government platforms are widely used.However,in the process of development,because of their particularity,the Department is in a serious way,especially the problem of "information isolated island" is a hindrance to the deep level of e-government.Staff service.Through the analysis of the A Research Institute,the e-government,the "information island" and the cooperative government theory,this paper describes the performance of the "information island" of the two types of public welfare institutions,and analyzes the causes.The problem of "information island" is developed with the development of e-government.It has always been a stubborn disease that puzzles the development of the industry.Through the reengineering of interdepartmental government process,the integration of interdepartmental functional system and the sharing of interdepartmental information resources,a solution to the problem of "information isolated island" from the policy level and the technical level is proposed.
