Based On The Optimization To Overcome The Information Island Phenomenon Of E-government Processes

E-government has greatly expanded the development space of modern public service oriented government. Due to the low starting of the e-government in our country, both in hardware and in software infrastructure are relatively weak er compared to the western countries. In this situation, the problem of "information island" in the practical process has become one of the major bottleneck which restricted the development of e-government. This paper defined the connotation of ?information island?, proved the interactive relationship between overcoming ?information island? and optimizing the process of e-government, pointed out that "information island" shows up as the phenomenon such as data, systems, business island, controlled island and resource island, and analyzed the cause of ?information island? from the angle of government itself, inter-governmental and outer-governmental aspects, concluded the causes as the imbalance between hardware and software, network and data imbalance, immediate practical and visio n system imbalance, imperfect laws and regulations, bad information circulation, uneven distribution of interests, lagging ideas, system obstacles, unable to establish unified standard and imbalance interests of multi-sides. Analyzed the harm of the "information island" to the e-government process optimization, summarized and drawn lessons from the foreign typical countries in overcoming the "information island" phenomenon. On this basis, the key point is to discuss the way of optimizing the e-government affairs process for the phenomenon of "information island", designed the "information island" overall route optimization process of e-government, and proposed to strengthen e-government information public legislation, perfecting the standard system of e-government, and integration of e-government information resources, carried out e-government performance evaluation and promoted e-government ecosystem balance, etc. countermeasures and suggestions.
