The Analysis Of "Information Island" Problem And Its Control Strategies In Shangqiu's E-Governance

In recent years,the transformation of governmental functions turn to be the key to deepening the reform of the economic and administrative system.Government should transfer to be a service-oriented government that is satisfactory to the people.As the important parts of national governance,governments at all levels are the key force in modernizing national governance capacity.However,many governments do not well in the E-Government System.For,Information Island lies among them.In China,the less developed the economic level,the more serious the problem of Information Island,especially for the third and fourth tier cities.Shangqiu City is an economically underdeveloped inland city,which is the representative of typical in China.In the past few years,Shangqiu City has made great efforts to build a service-oriented government,especially for breaking the integration of government data resources and breaking Information Island.However,for that kind city,the problem of Information Island is not easy to solve.At present,Shangqiu City has also entered a bottleneck in breaking Information Island: there are still individual departments that are reluctant to open barriers,some data have not been shared,and the number of services that can be handled online has not increased,Terminal service systems have sometimes failed and so on.This paper adopts the case analysis method to explain the practice of breaking information island in Shangqiu City that the author has experienced.From the perspective of practitioners and observers,it summarizes the reasons for the problem of Shangqiu Information Island,such as the close vertical relationship between governments,local governments are reluctant to innovate,and departments have overlapping functions.With reference to the experiences at home and abroad,this paper puts forward some suggestions such as promoting the reform of the majority system and establishing a higher level coordinating body.I hope that the paper can also help other cities like Shangqiu City.
