Under The Background Of The Group Reform, The Juxian Communist Youth League Participates In The Study Of Social Governance

In the report of the 19 th National Congress,the Party attached great importance to the practice of social governance and pointed out that we should constantly advance the modernization of the national governance system and governance capacity.This laid high expectations on all the subjects involved in China's social governance.The Communist Youth League,as the party's faithful assistant and reliable reserve,has served as a solid bridge and bond between the party and the youth.For a long time,it has united the majority of young people to show their dedication and value in actual action.In the context of the new era and new mission,it has become a strategic issue for the Communist Youth League to find the right position and further direction,and to find out how to focus on effective service fields,to stimulate the vitality of social development and to play a more important role in the process of participating in social governance.This paper takes Juxian Communist Youth League as the research object,and uses the governance theory and the new public service theory as the analytical tools.Through case studies,the paper investigates and analyzes the achievements,problems and their respective causes in its process of participating in the social governance.Suggestions are also made in this paper.Firstly,the paper summarizes the relevant concepts and theories of the Communist Youth League participating in social governance.The Communist Youth League is a group organization of advanced young people led by the Communist Party of China.Social governance in the Chinese context refers to a social model led by government organizations and involving diverse forces,such as enterprises,social organizations and the public.As an important subject of social governance,the Communist Youth League has prominent advantages: first,a fine tradition of responding to the Party's call;second,the political advantage;third,the resource advantage and fourth,the organizational advantage.In participating in social governance,Juxian Communist Youth League pays attention to giving play to its own advantages.It actively explores models to take part and formed three types of parcipation as organization leadership,public service,and rights maintenance.Measures such as strengthening young people's ideological guidance,promoting youth innovation and entrepreneurship,serving the growth and development of poor young people have yielded certain outcomes.First,it extends the governance arm of the party and the government.Second,it promotes the orderly operation of society.Third,it explores a concrete path to participate in social governance.The main problems of Juxian Communist Youth League participating in social governance are: firstly,its administrative work mode leads to ineffective participation;secondly,the imperfect construction of grassroots organizations results in the lack of corresponding supporting points;thirdly,the lack of resources integration and socialization leads to the lack of depth and breadth of participation in social governance.The reasons for these problems are manifold: to start with,there is ambiguity in the direction in governance practice.;then,cadre team lacks innovation vigor;and then,the concept of humanized governance is lacking in concrete practice;finally,a cooperative network system has not been established yet.In response to the above problems and causes,following suggestions are provided for Juxian Communist Youth League to further improve and strengthen its participation in social governance.First,it should seize the opportunity brought by the group reform to update its work philosophy and improve service efficiency by strengthening self-development and intensifying work on new media.Second,it should broaden job coverage and develop itself by expanding coverage,opening government offices to the outside world,strengthening the work position.Third,efforts should be made to integrate resource efficiency,improve the voluntary service system and service specialization,so as to mobilize the enthusiasm of the public to participate in social governance.
