Research On The Governance Of Rural Public Affairs In Rural Grassroots Party Organizations

In October 2017,the report of the 19 th National Congress of the Communist Party of China proposed the rural revitalization strategy for the first time,proposing the general requirements of“prosperous industry,ecological livability,civilized civilization,effective governance,and affluent life”.Innovate rural social affairs governance,strengthen rural grassroots basic work and take the lead in leading the way,and achieve an effective combination of government governance,social regulation and village self-government.However,there is not much research on the role of rural grassroots party organizations in rural public affairs governance.In view of this,this thesis attempts to analyze the role that rural grassroots party organizations should play in the management of rural public affairs from the perspective of public management,and through empirical research methods,systematically and deeply study L town as the research object,investigate the rural grassroots What role does the party organization play in the governance of rural public affairs,and examines the role of grassroots party organizations in the governance of rural public affairs.The purpose of understanding the problems is to provide decision-making reference and basis for the government departments to deepen rural governance and achieve rural revitalization.Based on the theoretical analysis of China's existing research on rural grassroots party organizations and rural governance,this paper is based on the theory of public governance and closely combines the "Regulations on the Work of Rural Grassroots Organizations of the Communist Party of China" issued by the CPC Central Committee in January 2019.The theoretical framework of the role of rural grassroots party organizations in the governance of rural public affairs was established,and the main role of rural grassroots party organizations in the governance of rural public affairs was determined.In order to accurately grasp the current situation of rural grassroots party organizations in the governance of rural public affairs,combined with the actual situation of grassroots governance in L town in recent years,the villagers of L town were surveyed by the surveyed subjects,and 301 valid questionnaires were collected.Through the analysis of the investigation of L town,it is concluded that the current rural grassroots party organizations have problems in the process of rural public affairs governance,such as insufficient governance capacity,diversified interests,and imperfect institutional mechanisms.The reasons for the grassroots party organizations themselves,the adverse effects of social development during the transition period,and the changes in the rural power structure.Based on the conclusions of empirical analysis,combined with the actual situation of the current rural grassroots party organizations in the process of rural publicgovernance,based on the theory of public governance,the three major aspects of solving problems are proposed for decision makers and managers.The reference is to strengthen the party organization's own construction,comprehensively deepen the party's leadership over grassroots governance,and improve the system and mechanism.
