| The Social Economic Development Zone(hereinafter referred to as the “Advanced Development Zone”)is a new model of self-development in the Russian region.It is a part of the Russian Federation’s main body that is supported by the federal government’s resolution to provide special legal systems for business operations.Russia has tried first in the Far East.As of January 2019,in the Far East,18 social and economic development zones have been established.The advanced development zone built by the Russian Federation and the “Belt and Road” advocated by China are highly compatible,which is an opportunity for both China and Russia.China advocates the “Belt and Road”,seeking capital and human resources to export,mutual benefit and reciprocity along the way countries,opportunities and development belong to the world;Russia establishes “advanced development zone”,which is rich in resources and numerous projects,but the economy is sluggish and lacks funds and human resources.The two countries complement each other.Therefore,systematic research and analysis of the Russian economic situation,advanced development zones and related laws will deepen understanding of Russia and create new opportunities for cooperation.The Law of the Russian Federation on Social and Economic Development Zones(hereinafter referred to as the “Russian Federal Advanced Development Zone Law”)promulgated in 2014 provides legal norms for the construction of advanced development zones.The first chapter studies the background,significance and status quo of establishing a social and economic development zone.The second chapter: The main contents and implementation effects of the Law of the Russian Federation on Social and Economic Development Zones were studied.The third chapter: through two cases pointed out the problems in the application process of the law.The fourth chapter: It studies the prediction of the legislative development trend of the law,and finally draws on the significance of China. |
