Research On Government Functions In The Development Of Rural E-commerce In Qingtian County

In recent years,China's e-commerce has developed rapidly.The development of e-commerce has not only created new consumer demand,spawned new business forms,opened up new channels for increasing employment and income,but also vigorously promoted three industrial transformation and upgrading,becoming a new driving force for China's regional economic development.Rural e-commerce plays an important role in increasing farmers' income and improving their living conditions.At present,most of the theoretical researches on the supporting policies of rural e-commerce industry in China are from the national,provincial and ministerial levels,from a strategic perspective and the top to the bottom,but rarely from the grass-roots counties to observe the development needs of local rural e-commerce industry.Therefore,this research has a great development space both in theory and practice.Under the guidance of ZheJiang provincial party committee and government,QingTian county government has formulated important measures for the development of rural e-commerce,so as to solve the problems of difficulty in selling agricultural products,increasing farmers' income.And for the social and economic development of Qingtian county to create a new growth pole.Because the development of rural e-commerce industry has its own characteristics,the government needs to guide and plan for its development.This paper takes the government functions in the development process of rural e-commerce in QingTian county as the research object,showing the role of QingTian county government in guiding the development of rural e-commerce and the development status quo.This paper analyzes the performance of government functions,analyzes the difficulties and challenges faced by QingTian county government in promoting the development of rural e-commerce,and analyzes the causes of insufficient performance of government functions from the perspective of government role theory.The role of QingTian county government in rural e-commerce development is defined as strategy maker,service provider,development environment builder and coordinator.Accordingly put forward the development of scientific development planning,establish and improve the rural electric business training and introduction mechanism,perfecting rural e-commerce business environment,promote the electronic commerce development of the ruralcharacteristic industry optimization measures.In order to further promote the effective performance of the functions of the government,guide the rural electronic commerce industry to make greater contribution to the development of regional economy.
