With the wide application of e-commerce all around the world,the Central Committee of the Communist Party of China(CPC)and The State Council have put forward the guiding opinion of developing rural e-commerce from a strategically perspective in combination with the new situation faced by China’s economic and social development in the new era,and regard it as an important engine to promote rural revitalization.From 2014 to 2022,the No.1 document of CPC has made specific deployment for the development of rural e-commerce.Rural e-commerce plays an increasingly prominent role in fostering new forms of business,creating new demands,expanding new markets,upgrading traditional industries,and promoting public service innovation.It has gradually become a new driving force for national economic and social development.Grassroots governments positively response the call of the CPC Central Committee under the State Council,and actively explore the rural e-commerce development path,driving the change of the pattern of economic development through the rural electronic commerce development,promoting industrial transformation and upgrading,increasing rural employment and farmers’ income,fully plays its importance in promoting consumption and domestic demand,improving agricultural in formationization level,etc.Combined with the policy documents issued by The State Council,this paper fully expounds the importance of developing rural e-commerce and the attributes of grassroots government functions as public,legal,executive,mandatory and so on,leading to the theoretical basis of this paper,namely new public service theory,effective government theory,collaborative governance theory;Secondly,analysis present situation and the results in the performance of functions in rural e-commerce development of J district government and the town(street)under its government,points out the problems of J district and the town(street)government in the development of rural e-commerce functions,such as: the problems of government’s infrastructure construction and management coordination,public service,organization,etc;It also analyzes the causes of the problems mainly as follows: the ideological understanding is insufficient,the ability to perform duties is insufficient,the level of institutional construction is not good.Finally,combines the practice and theory,extract the countermeasures of grass-roots government to promote the development of rural e-commerce as: strengthen the capacity of community-level governments to perform their duties,strengthen overall planning,infrastructure development,public services,and supervision and management.The purpose of this paper is to provide reference for the grassroots government to promote the development of rural e-commerce better in China by strengthening its capacity construction,overall planning,infrastructure construction,public service and supervision and management. |
