The development of modernization and informatization has set off an upsurge of e-commerce all over the world.This emerging economic situation based on the Internet has its unique development model all over the world.China’s rural e-commerce industry is the product of the combination of the Internet and China’s rural economy.It not only enriches the types of business forms,but also a new idea to improve agriculture,prosper rural areas and enrich farmers to solve the "three rural" problems.The development of rural e-commerce industry continues to show a good trend and prospect,and has gradually become a new focus and effective supporting industry of rural economy.However,based on external conditions and internal objective factors,there are prominent practical problems and difficulties,such as blindness and disorder of development and weak factor support.However,as an important leader in the development of rural e-commerce,local governments play an extremely important role in the rural e-commerce industry.What support and specific actions of local governments will affect the effective development of rural e-commerce industry,that is,focus on their specific actions and support elements,Trying to put forward and summarize the important factors affecting rural e-commerce industry is the main problem of this paper.At present,there are many academic research achievements on rural e-commerce industry and local government support,mainly focusing on the following: policy text research,focusing on the role orientation of the government in different periods by interpreting the attention paid to the development of rural e-commerce industry in agriculture related documents;The research on e-commerce development model pays attention to the division of industrial types and models,mostly takes specific villages as the observation object,and the suggestions are relatively macro;The research of technological improvement is mostly reflected in advocating technological innovation,such as paying attention to the promotion and application of logistics management and other related technologies.However,there is still some room for discussion on the support of local governments to rural e-commerce industry.Local government support is not limited to economic functions,government roles and positioning.Paying attention to the specific support contents of local governments and discussing the support characteristics,effects and deviations will help to understand the substantive development of rural e-commerce industry.Based on the realistic research background of rural revitalization,this paper pays attention to the various supports of local governments to rural e-commerce,and tries to build an analytical framework of government support affecting the development of rural e-commerce industry through the dialogue between theory and practice.Using the methods of case and comparative analysis,taking the development practice of rural e-commerce industry in Suining County and Feng county as an example,This paper analyzes and compares the support and the concrete act in the development of rural electronic commerce of local government.It is found that the characteristics of local government support in the development of rural e-commerce industry.First,the general recognition of government intervention is the basis for the development of rural e-commerce industry.Second,differentiated public service supply is an important element.Third,the matching development concept guides the continuous expansion of rural e-commerce industry.At the same time,it also found the practical problems of local governments in the development and practice of rural e-commerce,and there is a deviation in support of local governments.For example,the simple accumulation of support policies reflects the fuzziness of functional boundaries;The gap between infrastructure demand and supply required for e-commerce development;The position of supervision function and the absence of service concept.Based on the above case analysis,it is found that the level of local government support should be improved from the following three aspects.First of all,the release of industrial vitality under the guidance of appropriate policies will not stop until the rural e-commerce industry mobilizes the enthusiasm for development and innovation.Secondly,respond to the development demand with perfect infrastructure.It is a hard requirement to improve the infrastructure supply required for the development of e-commerce.Moreover,to improve the government service level with the service-oriented concept is the source of vitality for sustainable development.In order to promote the sustained and healthy development of rural e-commerce industry,further promote industrial prosperity,and then continue to revitalize the countryside.
