Research On Improving The Executive Power Of Local Government From The Perspective Of System Theory

In recent years,China has made a lot of efforts in the construction of the government's executive ability,and has made important achievements.General secretary xi jinping has always attached great importance to the issue of the government's executive power.At the 19 th national congress of the communist party of China,he proposed to deepen the reform of institutions and administrative system,transform the functions of the government,and improve the government's executive power.To enhance the executive power of local governments is an inevitable requirement of the new era,a key support for building a moderately prosperous society in all respects,a key to transforming government functions,and a practical guarantee for building a service-oriented government.It is of great practical significance to study the executive power of local government.This paper aims to make a systematic and in-depth study of the local government's executive power,clarify the formation mechanism of the local government's executive power,systematically analyze the problems existing in the local government's executive power and the causes of the problems,and on this basis,explore the countermeasures to improve the local government's executive power.In view of the lack of systematic research on the existing research results,this paper puts forward the research proposition of "research on improving the execution ability of local governments from the perspective of system theory",and tries to use the system theory to study the execution ability of local governments.This paper starts from the construction mechanism of the government's executive power,and systematically analyzes the existing problems and the root causes of the current local government's executive power.At the macro level--optimizing the policy implementation objectives,improving the policy implementation system,and improving the policy implementation environment;Medium level--improve the policy implementation mechanism,clarify the rights and responsibilities of local governments,and rationalize the responsibilities of executing agencies;Micro level--effectively allocate execution resources,improve the quality of execution subjects,and vigorously improve the execution mode.
