Legal Regulation Of Freedom Of Speech On The Internet

With the advent of the "Internet +" era,the Internet of Things and the Internet of things to achieve unlimited connectivity,network unprecedented speed,interactivity,connectivity to the whole society.Citizens' right to freedom of expression has also reached unprecedented heights.Internet platform has broadened the public voice channels,so that more and more ordinary people through the network form to grasp the right to speak.However,the high degree of free participation of the public on the network platform has posed a new challenge to the existing discourse system.The original citizens through the network channel to express legitimate appeals,safeguard legitimate rights and interests is justifiable,but the increasing number of network violence,no bottom line abuse,flesh and vegetarian search and other atrocities hidden under the cloak of the network virtual,a serious violation of the legitimate rights and interests of citizens.Therefore,how to protect citizens' reasonable and legitimate freedom of speech under the premise of restraining network violence;how to reduce the occurrence of improper speech through the correct and reasonable legal regulation.It has become the primary consideration of the network supervision department and academia at this stage.This paper takes the legal regulation of freedom of expression on the Internet as the research object,and studies the legal regulation of the loss of freedom of expression on the Internet from a realistic point of view.Specifically,this paper is divided into six parts:The first part of the introduction,mainly introduces the research background and significance of this paper,and analyzes the research status at home and abroad,summarizes the shortcomings of relevant research at home and abroad,lays a theoretical foundation for this study.The second part is about the legal regulation of free speech on the Internet.Starting from the basic concept of freedom of speech on the Internet,this paper analyzes thesignificance of the regulation of free speech on the Internet.The third part is about the current situation and problems of the legal regulation of free speech on the Internet.First of all,the legislative regulation of free speech on the Internet is analyzed.And from the improper speech law and criminal law regulation,judicial regulation and administrative regulation analysis of the current situation of China's legal regulation.Secondly,from the legislative point of view,judicial point of view and administrative point of view to analyze the current legal regulation of freedom of expression on the Internet problems.The fourth part is about the characteristics and reference significance of the legal regulation of freedom of speech outside the Internet.This paper analyzes the present situation and characteristics of the legal regulation of Internet freedom of speech in the United States,Germany and Singapore,and analyzes the reference significance of foreign countries to China's legal regulation of freedom of speech from three perspectives: attaching importance to democracy and freedom of expression on the Internet,carrying out legal regulation based on national conditions and attaching importance to industry self-discipline.The fifth part is to improve the legal regulation of free speech on the Internet.Mainly from the audience classification regulation,legislative regulation,judicial regulation and administrative law regulation from four angles.The sixth part is a summary.Summarize the full text,and discuss the future development of Internet freedom of speech regulation.
