Research On The Problems And Countermeasures Of Law Popularization By The Grassroots Government Of Y City

Law popularization and law-abiding are the long-term basic work of ruling the country by law.It is the basic link to realize the rule of law in national governance by accelerating the construction of local rule of law.The seventh five-year plan for law popularization clearly proposes that education mechanism for law popularization should be further improved,that education publicity should be more effective,It has clarified new views and requirements on the construction of the rule of law at the grassroots level.Promoting the construction of the rule of law at the grass-roots level,taking the rule of law as the value orientation,and standardizing the relations and providing guarantee with the legal system will promote the legalization of the governance at the grassroots level,which can provide a solution to the local governance difficulties and help to accelerate the formation and improvement of China’s national governance order.As a local area,how to speed up the construction of rule of law based on practice is a topic that needs serious study and exploration.In this paper,according to the research ideas of asking questions-analyzing problems-solving problems,applying literature combing method,questionnaire survey method,statistics and case method and comparative reference method.First of all,by contacting the rule of law departments in the three districts of Y City,the first-hand materials for grassroots legal work were obtained.Secondly,a sample questionnaire was conducted on the situation and effects of the three regions.Finally,the overall grassroots law in the city of Y was investigated.Performance satisfaction was assessed.Through the above three steps,the current status of the current grassroots legal work in Y City is basically sorted out.Based on this,this paper summarizes the four main problems faced by the current grassroots popularization law:one is that there are objective defects in the grassroots government as the main body of the law;the second is that the initiative of the law popularization is difficult to improve;the third is the problem of the law evaluation system;the fourth is the law There is a lack of form and content.In response to the above four questions,this paper based on China’s national conditions and local realities,and provides guidance on the deployment and requirements of the "7th Five-Year Plan" for the promotion of rule of law propaganda.The goal of grassroots popularization work is to improve the performance appraisal and evaluation system of the law-enforcement work;to promote the law-enforcement through public participation in legislation;to strengthen the rule-of-law culture construction based on the community;to optimize the grassroots law-enforcement carrier.I hope that through my research and suggestions,I can provide some reference for improving the ability of the Y-city rule of law propaganda work,and try to explore a more reasonable grassroots rule of law propaganda.
