Strategy Research On The Phenomenon Of Grassroots Officials Inaction

Grassroots Officials is the link between the masses and the party,is an important part of building socialism with Chinese characteristics,is the main force to resolve social conflicts and disputes,to prevent and combat crimes,to maintain social stability,and to ensure the safety of the city.Recently,With the continuous deepening of an all-out effort to enforce strict party discipline,the party's work style and the relationship between cadres and masses of the grassroots officials has been greatly improved.But undeniably,Due to the lack of effective restriction and supervision of public power for a long time,the lack of effective positioning of the basic role and responsibility of officials,the lack of effective division of government and market boundaries,the lack of scientific incentive mechanism for the performance evaluation of officials,there is a phenomenon of grassroots officials inaction that “muddle along for inaction”,“unwillingness to work for psychological imbalance”,“incompetence for insufficient capacity”.Because of the lack of effective governance and supervision of the system,the phenomenon is becoming a big cancer under the new norm of officialdom.Its emergence has both objective system reasons and subjective mentality reasons.For example,the low quality of grassroots officials,the lost of ideals and faiths and the influence of bad thought such as “official-oriented”,“hedonism” and “the difficulty of being officials”,as well as the defects of the current officials management system.The harm to grassroots officials Inaction is enormous,it not only infects the whole officials team,change the values of grassroots officials,leads the thought of grassroots officials inaction,but also makes the masses creates a crisis of confidence,damages the party's image and hinders the long-term development of the country.This article is based on the requirements of scientific outlook on development.Comparing the case and experience at home and aboard,we analyze the theoretical basis,realistic significance,reasons and expression for the phenomenon of grassroots officials inaction,with the research method of comparison,analysis and induction.This article proposes the suggestions to restrain the phenomenon of grassroots officials inaction,including strengthening the construction of morals and thought,full playing the role of public supervision,perfecting the current grassroots officials management system and the accountability system,etc.
