The parliamentary politics of the early years of the Republic of China was an epoch-making innovation practice in Chinese history,and its success or failure was highly concerned by researchers.Liu Chengyu was originally a member of the Hubei Provincial Assembly(the 1911 revolution first broke out in Hubei),and later passed through the three periods of the Nanjing Provisional Senate,the Beijing Temporary Senate,and the Beijing Congress.During the period of the Provisional Senate in Nanjing and the Provisional Senate in Beijing,the provinces did not have the conditions for universal suffrage.At that time,the members of the parliament were selected by the governors of the provinces,or by the former Provincial Council of the Qing Dynasty.The parliamentary system at the time was a"one-house system"with only the Senate.During the Beijing Congress,members of the House of Representatives were elected by universal suffrage and formed the Senate and House of Representatives.However,less than a year after the establishment of the National Assembly,Yuan Shikai disbanded the Congress.Liu Chengyu has a close relationship with the revolutionary party,especially with Sun Yat-sen.However,after returning to China,he chose to join the Republican Party because of political ideas and regional concepts,and he was active in the political arena as a Republican.By studying the activities of Liu Chengyu in the parliament,especially the reasons,results and influence of his proposals,his reasons for agreeing or opposing other important bills,these can be used as a perfect case to help us better understand the politics of parliament--the way of its operation and its effectiveness in the early years of the Republic of China.From this case,we can see that from the period of the Nanjing Provisional Government Senate to the Beijing Provisional Government Senate and then to the Beijing Congress,the status and role of parliamentary politics have gradually weakened,and finally was completely disbanded by Yuan Shikai,performing a tragedy of Chinese politics.More importantly,we can see that,through the political operation platform of the parliament,a"nobody" like Liu Chengyu can also have a certain influence on the politics of the early years of the Republic of China on behalf of"public opinion.”Some of Liu's motions still have great political and ideological historical significance,which to a certain extent indicates that the democratic political system of the parliament was effective at the time.
